Does Congress have a role in the constitutional amendment process? No, the judiciary branch is in charge of constitutional amendments. No, the process is under the complete control of state legislatures. Yes, it organizes the proposal portion of the amendment process. Yes, it controls the ratification step of the amendment process.

It can. Congress can propose amendments that then must be ratified by at least 3/4 of the state legislatures. But it doesn't have to. The states can call a constitutional convention and amend the constitution without congress being involved or having any say in it. This method of amendment has never been used.
