Actually, the why is, well, expressive art. So it is sort of tied close with the what.

the role of improv. is mostly what jazz music was built upon. In fact, since I largely studied vocal jazz, there were added ornaments and riffs used, particularly 7th chords, that the song was built upon. Basically, what I'm trying to say here is that once a jazz musician knew the basic structure of what they wanted to play, they could add the appropriate chords (backbone of piece), then the fancy jazzy stuff (altered rhythms, ornaments, etc.)
