If the gravitational force between two particles is equal to the electrostatic force between them in both direction and magnitude, what would the charges on the particles be, opposite or the same? Thanks

Gravitational force is a pull force, while electrostatic force is a push or pull. So to counteract the gravitational force, you need a push force, so the particles will have the same charge.
