Okay I got it to open, When you look at this graph you know that answer A can not be correct because in the graph by 180 it has not reached 1.5 precent. We look at answer C and see that it would be impossible for  The percentage of free blacks was greatest in the late eighteenth century because in the graph we see that 1790 was actually at it's lowest not greatest. Answer D is inn correct because in the graph we see that it was not consistent throughout the years at one point in 1850 it got lower. So the only answer that is left to be correct is in fact B The percentage of free blacks increased between 1810 and 1820 :)
