Pretty sure its B. I really don't think climate has anything to do with it. (then again I could be wrong, just a guess)

Many animals change to adapt to climate. If they were really small the pressure of the rain fall would weigh them down when they try to fly. The bigger they are the more they can resist the pressure of the rain and will be able to fly in the rain.
