Okay so drawing the rectangle is easy. Basically all you need to do is draw a standard rectangle.... when it says show the measurements it wants you to place them on the rectangle... like so,

length = 4x+10
width = 2x

you have a drawing already

now the question is a bit weird — it asks to find the area of the fence? or is it the area of the fenced-in region? we can't find the area of the fence unless we know how tall it is, but we can easily find the area of the fenced-in region.
