What is the sign between the -12 and 15 is it a X or a division sign?

OpenStudy (anonymous):

theres no sign

OpenStudy (phi):

can you explain this notation? it seems to be acting like a vector, but | | usually means absolute value or magnitude. If I was going to guess (and it is a guess) I would say | -3 5 | for x and y

OpenStudy (anonymous):

Phi that was correct
