Can the surface of a pond be considered elastic? a room full of air? how can restoring force and equilibrium config. be described?

OpenStudy (anonymous):

The surface of a pond should be elastic, because after a force acts on it, it will return to it's normal calm state. As for air, I'm not too sure, just remember elastic forces are always conservative
