Does a satellite lose energy when moving in a circular orbit or elliptical orbit?

No, it does not. In a circular orbit, the PE is constant as it is a constant distance from Earth and its KE is constant since it is travelling at a constant speed. In an elliptical orbit, the total energy (KE + gravitational PE) is constant however each fluctuates as KE is converted into PE and vice versa.
