There is nothing in the chocolate portion, therefore, no one likes chocolate.

its 16 becuase you have to subtract 15 from 40. The question ask for just chocolate so you would then subtract 9 from 25 and get 16.

None of these. 16 would have been the answer if the universal set is the union of the set of people who like vanilla and the set of people who like chocolate. But we could have and set of people who like neither.
