Is this question right? As written, the charges are always 10 cents per minute. More likely, it is 10 cents for first three minutes and ten cents per minute after that: c = 10 for x<= 3 c = 10 + 10(x-3) for x>3

I think the question is mistaken in some way. Ten minute will cost 30 plus something. so answer is probably C from 30 +(x-3)10c for x minutes.
