There were not any successes in Europe to find and keep democratic forms. Italy Spain, Austria, even Scandinavia had no serious efforts at democratization. Germany was an economic failure when the Wiemar Republic couldn't control inflation. Stalin put an end to the efforts to offer democracy in the newly formed Soviet Union. He had the popular mayor of Leningrad murdered after the mayor promised democratic reforms.

For the second question, I'd probably go with both answers being correct. The "Miracle at Dunkirk" both saved the bulk of the British army in Europe and inspired the country. Over 330k soldiers escaped total annihilation or capture at the hands of the Third Reich. Even though it was a retreat and an evacuation, the success of their escape (Churchill thought that far less would have been able to escape) emboldened the British in the spirit of a major victory.
