We may have to make some assumptions here: 1. that the total length of the bike path is 1.3 miles (hard to justify) 2. that accidents are equally likely at every point along the bike path If we do make those assumptions, then it seems to me that the proportion of accidents that happen on the path along the stream is \[\frac{ 1.3-0.8 }{ 1.3 },\] where 1.3-0.8 is the length of the path that runs along the stream.
