i think its 3 cuz 75% is 1/4 and if it was even it would be 12 but its odd so it must be 13 ????????????

if we start with and odd number, them we expect to have *even #* median *even #* next we divide the top *even #* into two chunks: A B they say B has 3, so I would put 3 into A... so 6 above the median. by definition we must have 6 below the median. 6+1+6 = 13
