A mixture formed where in theory it will all diffuse evenly and entropy (measure of random nature) becomes a factor. Unless you mix polar and non polar liquids they will separate, or the density of each may cause them to separate. 

If you consider solutions then, such a solution which is uniform in its composition and it's 
constituents can not be seen is called a homogeneous solution. 
Example:- The mixture of salt and water is a homogeneous solution.
