for the 1st box, I'm not sure weather it's dilation and translation or dilation for the 2nd box, i think it's similar and congruent

dilation: reducing in size translation: moving of points yep correct for the second one

nope, for the first its just dilation. because it only reduced in size. for translation, the points of movement must match exactly, which isn't possible as the size has been reduced.
