Who originally came up with the idea for Special Aviation Project No. 1 (the Doolittle raid on Tokyo)?

thanks, but I found a book at my grandpas house, the original idea came from Captain Francis S. Low a submariner and operations staff member of an admiral Kings staff. The idea was further detailed by General Henley H. "Hap" Arnold and Captain Duncan. Doolittle was suggested by Duncan and was tasked with planning and executing the raid. Basically Doolittle planned and executed the raid as well as gave it it's designation. He was promoted to a Brigadier General (one star) after the raid skipping the rank of Colonel, he retired a 3 star general.
