Because other bodies forming the kuiper belt are very identical to pluto, More so, pluto is very small even smaller than the moon. So pluto is one of millions of kuiper belt objects. Plutoids if you will.

Pluto has been demoted. Having satellites should count for something! There is also a criterion, I recall, having to do with shape, because as you get big, gravity tends to make you nearly spherical.

Some how pluto has a spherical shape, though its smaller than Earth's moon.
