I would say it is E. The Federalists understood the Articles of Confederation had lots of issues, including power issues. Some huge problems with the states under the Articles were a lack of a common currency, disputes between states, and an army supply problem. The Constitution improved interstate trade by introducing one common currency for all states, and creating courts where trade issues could be resolved. B is also a very good guess, but this really wasn't an issue the Federalists were focused on.
