the paper AROUND a snow cone doesn't include the BASE or bottom of the cone that means the lateral area only

This is the same as the surface area of a cone, except without the base (snow cones are hollow!). Surface area of a cone = pi*r^2 + pi*r*s One part is the surface area of the slanted area, and one part is the base (circle). Get rid of the circle part and plug in your values.
