I haven't had to do this in a while, but if I remember right, the right side doesn't need solving because it isn't an equation. It has to deal with defining the limits. So, for the left, it is saying that the limit is x^2 from x is less than or equal to one. If x is greater than one, the limit is 3x+1. I'd get a second opinion on that.
