well i would say many people could have stopped the nazi's from the beginning considering that they took over many countries i dont remember exactly the treaty thing hitler signed but one of the big three could have stopped him from the beginning on taking over many places the only reason they actually did something was because that Hitler tried to take over a country that was not a part of germany or something along those lines i sure hope some of this helps
