I know that already, but what is it that he actually does? What is he trying to accomplish?

As the presiding officer of the House, he has a great amount of power. He can influence the proceedings of the House by choosing what members of the House to recognize first. He also appoints some people to committees, schedules bills for actions, and refers bills to the proper committee.
