This is an application of the Mean Value Theorem. Are you familiar with that? Stronglly suggest looking it up in your textbook, class notes or online.

For the given function, the mean value on the interval [0,12] is \[\frac{ S(12)-S(0) }{ 12-0}\]

Would you please calculate that? Next, find the derivative of S(t). Once you have S '(t), replace that t by the constant c. Equate the Average Value of S(x) on [0,12] to S '(c); now find c. That will give you the answer to Part b. Please ask for clarification if you need to.
