Why did congress feel that reconstruction was a congressional task and not a presidential task

In 1863, President Lincoln introduced the Ten Percent Plan. A group of Republicans in Congress found the plan too mild. Because of that, they argued that Congress should control Reconstruction policy, and not the president. They favored a tougher approach to the Reconstruction, and for this reason, they were called the Radical Republicans.
