As a proton moves through space, it creates an electric field only. a magnetic field only. both an electric field and magnetic field. nothing; the electric field and magnetic fields cancel each other out.

A charge in space will create an electric field via Coulomb's Law. A moving charge will actually create a current. Through Ampere's law, a current will induce a magnetic field. Therefore, a moving proton will create an electromagnetic field (i.e radio waves).
