in most cities,hard rubber and plastic materials that easily give in or dent are placed along the center of busy streets as barriers.why is this so?

This is because let's take rubber if a car accidentally slides of the road and collides with rubber, the rubber will absorb the momentum of car and therefore absorb the force along a greater distance thus reducing the overall force upon the driver.
