I think that's from when we had problems before where NO smartscore was even showing. Then again I'm not 100% sure. Those users often get an SS afterwords.

That has happened to me too, sometimes it's loading problems and I just have to refresh, then other times it's just that their completely new and the system has to register/process or something...
