Are they asking for two polynomial functions? I'm assuming so--one for 8 and -14 and another for 3 and 9i.

No, I think the latter interpretation is correct. And a key here is "with real coefficients" which means that the latter zero isn't the only complex zero, because they always come in conjugate pairs in polynomials with only real coefficients...

Conjugate pair here means \[a\pm bi\]
