Ok, so i am writing an essay right now, and the subject of it, is Universal Healthcare.

My question is, throughout the essay i say Universal Care and Universal Healthcare and am wondering if i have to capitalize those every single time.

For example:

Implementing a Universal Healthcare system would not necessarily cause everyone to fall into the domain of not having any options. One could argue that by putting Universal Health Care into practice here in the United States, Americans would be covered and for those who didn’t like the system,

I don't think you would have to capitalize that. Is "Universal Health Care" an official name?
