well, frankly speaking, I just looked with one eye and then with the other at my finger, placed closer to the body, then farther, but on the same axis. when the finger is closer, the apparent shift is visible, but when it is far enough, the shift is not significant or absent, if the distance would be infinity. So, the answer " parallax would be most effective in measuring distances to stars which are close to the Earth" seems to be the right choice.
