For the first part, it's asking you to describe what conflict was going on with the government (political issues) so the war and the different political and economical things happening in the book at the time.
The second part is asking you to basically write a diary entry, without the diary. Explain how you would feel if you had to live in the war period, knowing what was going on all around you. Just describe how you would feel in this situation.
The last part is asking about how the war age would affect the person, if they would be physically scarred or mentally, how it would affect them in any way.
