With the center of the wheel at the origin, the valve stem is on the positive x-axis (horizontal) at tsub1= 1.2 s. Through what angle has the valve stem turned between 1.2 s and 7.7 s? Answer in units of degrees

Yes. I think it would be easier to keep them that way because the final answer will be in degrees.
so you're looking for theta. \[\theta_f=\theta_i+\omega_i t+{\frac 1 2}\alpha t^2\]
IS thetha initial = 0?
That would be relative. It's always easiest to set it equal to 0. You can use something else but it's a pain to do the math.
