It's not C because the comma at people is wrong. "The people eating at restaurants" is one part of a thought, and doesn't need a comma at the people

Here's my story so far

Who He Is. Here, in this small city called Huntsville, resides a cat. Her name is Chloe, an American Shorthair, who has quite the leisurely lifestyle. She loves to nap the day away, and sit in front of the window for an hour just watching the sunset. All of a sudden a door closes upstairs. She’s has been through this before. The footsteps creek closer, she rushes for the corner of the room! Then… BAM BAM BAM BAM BAM BAM BAM BAM! He rushes down the stairs. The sound of the footsteps drift away. Glasses clack together in the kitchen. She finds it within herself to make it behind the TV before He comes back. She is half way there when He begins his hauling journey back to his room. She makes it behind the TV, but the footsteps stop. The door opens with a thud and he steps into the room. Quickly she hisses at him. “Be quiet, cat!” The response coming from his booming voice. The thundering footsteps went back up the stairs. That was close, but it’s over. She heads back to the window, and watches the last of the sunset. Visible by her waving tail, she wishes she wasn’t interrupted. Night falls, one of her favorite and most frustrating times in her 24 hour routine. The small one and the medium one are watching that black box. She doesn’t understand what’s so special, or funny about that black box. Nevertheless, she doesn’t care. Because she now has the dust particle in her sights. She decides on an angle, and out of sheer instinct charges the dust particle. She gives a good few slaps until it sticks to her and she bolts out of the room… She’s victorious. Now it’s time to rest, and dread the coming of the daytime when He again will come out. Chloe might not know it, others might not know it, but He isn’t bad. In fact, He is the one who maintains her well-being. She’s doesn’t know he is a father, or a husband, or that he feeds her. He pays the vet bill, and takes her there whenever she has a tick or runs a fever. She just knows him as the big, noisy, frightening, man. I know him, as Dad. Usually we say this about animals but, He is the real misunderstood creature.
