b. Hungary

I know that the correct answer is Hungary but it is also asking me Read each distractor. What makes each distractor incorrect? this is where I get stumped because I am a little bit confused about the shatterbelt theory so I'm not sure why these answers are incorrect so far I wrote
France is incorrect because although it is located in Europe it is not in east-europe

where as Norway is and is known for more splintering France was just trapped in a fundamental rivalry between states 
Now i'm not sure if that's even right but if someone could steer me in the right direction that would be greatly appreciated thank you very much
