I think that both are correct. I'm not completely sure though. ._.
Both are indeed correct, it depends in which sentence you use them.
Proper English would be, "How may I help you?"

Both are complete sentences and ask similar questions. :) If you're aiming for politeness, some people consider "May I help you?" to be more polite. If you wanted to go the extra mile and combine them, you could use "How may I help you?"
