Calendars were developed for many reasons. Which of the following did not prompt the development of a calendar? A. Farmers needed to know when to plant their crops. B. People needed to be able to predict the annual floods. C. Emperors needed a way to control their subjects. D. Priests wanted to keep track of special days.

Probably C

OpenStudy (anonymous):

it could be farmers wanted to know when to plant their crops because farmers already knew when to plant their crops before the calendar was even invented. It could also be c because there weren't any emperors left when the calendar was invented and even if there were emperors left then their fathers who didn't have a calender (because it hadn't been invented) would have taught them how to be an emperors without a calender. Plus you don't need a calender to be an emperor because all of the kings and emperors had been ruling for thousands of years before the calendar was invented!!! Hope you liked my artical/answer
