How are the coordinates of the new point found if it is rotated 270° counterclockwise? How many degrees is that equivalent to if the rotation is clockwise?

It's kind of an oddity of the unit circle definition of trigonometric functions. Positive increase is anti-clockwise. It's just a convention. There does not have to be cerebral motivation for it. You just have to get used to it.
