Sam bought a new skateboard. In the state where he lives, the sales tax rate is 6%. If c is the cost of the skateboard and t is the total cost, including the tax, then the variables are related by the equation 1.06c = t. Which variable is the independent variable?

The independent variable is the one you control. It is INDEPENDENT of the outcome, as it is controlled before the equation/experiment/etc takes place. The dependent variable is DEPENDENT on the independent variable, because if the I is changed, the resulting D is changed as well. That would make the answer c.
