Oh, well the amount of precipitation is also extremely low compared to the rest of the country, so there are disputes over conservation techniques/ water usage. Reservoirs play a large role in CA's water supply, but currently CA is hit an all time low for water causing farmers to sell their farms and the price of produce/diary to rise hurting the consumers all over the U.S. So anyways these are all contributing factors.
