The answer is a bit more complicated than might be supposed. Lenin was succeeded by three people - a triumvirate - consisting of: Kamenev, who was the Chairman of the Politburo and General Secretary of the Supreme Soviet; Zinoviev, who was Chairman of Comintern and the party boss of Leningrad, and Stalin who was General Secretary of the party among other roles. This lasted about a year - until 1925 - when Stalin Rykov and Bukharin ganged up on Kamenev and Zinoviev to oust Trotsky. This Triumvirate lasted until 1928 when Stalin's policies triumphed and Rykov and Bukharin were sidelined - eventually to be arrested, tried and executed. Stalin finally achieved total power from 1929.
