I think what they're asking for here is What percent of Vol A is Vol B? In which vase the answer is 100 x Vol B/ Vol A (remember to multiply by 100 to get % ) The percentage change, on the other hand, is 100 x ( Vol B - Vol A)/ Vol A =300% so the "real" answer is none of the above.

You might want to ask your teacher if the problem is worded correctly.....

It's worded correctly; I have the same problem. And the answer is 400%, because 100% of 200 is 200 so that times 4 (or 400%) is 800.
