Which governing body has been organized without interruption it's first session in 1789? A. the Senate B. the Supreme Court C. the House of Representatives D. Congress

The first Congress was organized in 1789. The Supreme Court was not organized until later because the Senate had to approve it's members. Why do you say it is not D?

It's A -- The Senate is known as a "continuous body." Meaning the Senate doesn't technically start a "new" term, as only one 1/3 of its members are up for election every 2 years.

A is correct. The Supreme Court was established by the Judiciary Act of 1789. Congress also first met in 1789 but the question does not clarify whether they are referring to the Continental Congress that first met in 1774 so A is the best choice.
