\[C= \frac{A \epsilon }{ d } \] D is decreased to 9/10th of it's original value. Energy stored is given by \[\frac{ 1 }{ 2 } C V^{2}\] Take the ratio of initial and final energies to get your answer

Final - Initial ____________ x 100 Intial should give you the percentage change if I remember correctly.
