What are the risks and benefits of propaganda?

It depends. Propaganda can be used to drum up support for a particular viewpoint, such as supporting the war effort in WW2 by demonizing the enemy. On the other hand, it can also be used to warp the truth on what is really going on in order to keep morale up or convince people that everything is going better than expected -- or that the enemy is far worse than they really are.
