Based on the quotes above, it is reasonable to assume that President Bush failed to achieve his policy goals related to improving education President Obama does not carefully study the history of past presidents' policies President Bush thought testing was not important as a measure of school success President Obama considers earlier efforts in reforming education to be unsuccessful
