I thought it was C but according to the grade it was wrong
C sounded good at first but I think that they meant budget in a total planning sense. Like... I want to go to college so I need to plan to work for this much money and this many hours. I guess budget doesn't exactly mean that the end goal is spending. The end goal of a budget could be saving. Also, a budget doesn't need to only be on gross income. Gross income is everything, but you could just as easily create a budget for your lunch money to save up for a cookie on Friday if you skip the milk on Wednesday and Thursday.

I don't think so, only because "budget" is very vague and often tends to mean short term sort of things, while inflation tends to be long term change.
