The risks and benefits of the propaganda campaign was that the people against the war would have the cause of peace on their side and it was consistent with the position of the United States which was against all wars. In this case, the U.S. and it values would be in conflict it would be defenseless if the war began to cross the Atlantic Ocean. In that sense a propaganda campaign during WWI could really backfire and drive the U.S. into war.
