perpendicular lines have negative reciprocal slopes. That means " flip " the slope and change the sign. Example : if you have slope of 2/3, then negative reciprocal is -3/2 (see how I flipped the slope and changed the sign). 2/3 and -3/2 are perpendicular. C is your answer
