Correct me if i'm wrong, but i believe the answer is C. because the input/output force will never be 0. and i don't think it increases the size of the input force. Get and extra opinon from @johnweldon1993 i won't be able to help anymore, i'm logging off this.

That's exactly what it is...and input/output force can not be 0 or it will never move... What a ramp does...is lower the input force by making the distance greater...a greater distance for a ramp means less input force
